User support requests go to exim-users@exim.org If Exim appears to be buggy in behaviour, and you don't have an RFC reference or code patch to fix it, then also exim-users@exim.org — email is complicated, Exim is powerful, quite a few issues turn out to be misunderstandings, not bugs.
If you have an actual verified bug, http://bugs.exim.org/ for filing a bug is good. Either accept the default owner or pick me if you have reason to believe I'm a good victim.
